Lack of urgency

I bought a car from a dealer ship in October to date i havent been able to register the car in my name, the dealership keeps on saying they are waiting for the previou oowner to pay up some outstanding fines... I contacted cclientele legalon the 15th of December and send all documents and the dealership contact details. Todate i have not been informed of the progres on this matter
