Poor product quality

I don't know what's happening with the toilet paper at clicks these days, I buy 2x 18 rolls of two ply toilet paper per month and the toilet paper is sticking to each other as you use it and breaking. It supposed to come loose when you are rolling off the toilet paper and shouldn't be breaking. This is not acceptable especially when you pay for quality.
