Paid for item that has not been received

Placed an order online and they said it will take THREE days just for you to come collect the item at the store although the store has the item you not allowed to get it before the 3rd day!!! Well THREE days have come and gone and NOTHING!!!! NO TOASTER!!! And they just ignoring a person!!! Maybe if we lodge a formal complaint with consumer protector!!
