No safety measures, customer without mask

I couldn't feel safe when shopping at Clicks Tosebank mall (inside store) when a customer was allowed to enter inside without deliberately wearing any facemask. No security or staff has taken any action and this guy was allowed to cruise the whole store and escort to Q like regular customers. Makes no sense from a healthcare service provider.
