HR are pathetic

I have been trying for over a week to speak to someone in HR to get an IRP5 from 2016. Either no one answers their lines, or I'm told they don't go back that far, and then they have it but haven't sent it. It is my right to request an IRP5 for my tax submissions and having to run around after them for over a week is affecting my tax returns.
