Compalain about Visa card Decline.

This clicks store always decline my Tyme bank card and they say it just happens. Staff are always in contact with us but do not have the answers all fhe time, I understand that and my question is why is a Black Owened Tyme Bank the only one that declines cards even if there is cash in the card? It is quistionabke.
