clicks vaccination incompetence

My daughter received an appointed confirmation for 21/10/2021 at clicks Canal Walk. The same morning she received a reminder sms. When we got there dozens of people were turned away because there was no stock. What level of incompetence does it take to make appointments and send reminders when you have no stock?
