Clicks not adhering to Covid-19 rules

After asking two customers politely to put their masks on while in the shop they refused my request. I then reported it to the Clicks staff/management and all they had to say was they will keep reminding them. As I was leaving the shop they allowed another customer in without a mask. It is however clear that they do not take this Covid-19 time seriously.
