Battery charger not working

I bought Safeway battery charger at clicks lebowakgomo mall on Saturday and its not working,when u plug it,it shows red lights as if it's charging few hours later when you unplug it the batteries are still empty,I bought new batteries used them until they were finish so I can charge then still the device is not charging them.i went to jane furse clicks they refused to take it back and refund me,I went to lebowakgomo they refuse to take it.they say is working because it switch on.and on the piece of paper found inside package its says 12month quality guarantee.this thing is not working I spend R350 on it and I want my refund.i destroyed the paper that was covering the device because when I saw the red light I thought it would work.
