2 ply toilet paper is 1 PLY!!!!

So my sister and I bought the Clicks brand 2 ply toilet paper from a Clicks at Randfontein's Village Square a few months ago, I am so disappointed! The 2 ply is 1 ply, what annoys me is that we bought 2 packs of the 18 toilet papers, and all of the toilet papers came in 1 ply. What game is Clicks playing with its customers actually?????
