Bricks laid over 2 disabled parking bays

Went to Clearwater Mall on Saturday 21/10/17. Being a wheelchair user, i was unable to park in the paraplegic parking as there were bricks laid out covering 2 parking bays. Is this an appropriate place to put these? Over and above having to fight with able bodied people who wrongfully park in disabled bays, wheelchair bound users have to now endure this! Went up to centre management, to my surprise, there is no way someone in a wheelchair can enter. Firstly, there is a buzzer to get access situated high up on the door, impossible for someone who's seated to reach, secondly, the door handle is very difficult to open. I eventually got inside with the help of a gentleman assisting with the trolleys. When inside, there was NO MANAGER or anyone who could assist. A lady from finance - god forbid, took down my details and ensured me the manager will call me on Monday (23-10-17), it is now Wednesday. Are we living in a society where it has now become increasingly difficult for a wheelchair user to visit a mall, let alone put up with *********** people who block parking bays? A whistle-blowing facility has been established by QASA (Quadriplegic Association of South Africa) to allow the public to inform QASA of abusers of these facilities, so important to the rights and freedom of wheelchair users. This will be broadcast in every social media to enable more wheelchair users to speak up.
