Charging for Ghost Electricity and Water Meters

CityNet charges for electricity and water that is not on the meters. Every month they charge extra<br> In October 2014 charged 44 KL ,on meter used 5 KL<br> In November 2014 charged 50 K L, on meter used 7 KL<br> In December 2014 charged 39 KL, on meter used 8 Kl<br> This extra charge also applies to the sewage <br> I have complained and written letters with no response<br> On the electricity side they have changed the meter but have not credited me with the ghost meter charges<br> They also charge Vat and they are not registered with SARS<br> At the moment I am trying to move out and CityNet has switched off the power to the Goods Lift which is a major inconvience and I cannot move out
