City radio &tv.....GERMISTON

Good day all,I need some advice on what to do now,I am having trouble getting back my television,a flatscreen Hissens,from the above business,they have had my tv for more then a year,they still have half of the deposit given to them,when I spoke to the owner (whom you will never get ahold of in person)the other day he came forth to be very disregardful,he sounded very irritated and bored with me still wanting my tv,how is it okay for someone to just want to give you an older uglier modle in refund,or possibly even my broken(not fixed)tv back?why are people like this still running business?it is sad that people want to miss use other people,be dishonest,cunning and conniving,I would appreciate help of feedback,Thank you
