municipality robbing us

hello Peter I have a problem with city of Matlosana municipality, they are not doing their job and they are charging us ridiculously. they don't do their job,no one comes to take the water meter readings but surprisingly every month the bill is sky high. I fail to understand their way of calculating because even though you reduce the water usage they still charge high and they never come to check the meter . pls intervene because even when you go to enquire they are very very rude
