I bought a house in Rosettenville in March 2016

I bought a semi -detached house in Rosettenville, it was registered on 30 March 2016, i went to open an account at Thuso house, Braamfontein. I've been paying for rates and refuse only since . I asked COJ to connect the water to my account from the previous owner but after 1 year and 7 months , that hasn't happened . COJ still insists that the body corporate pays for the water but do they have proof of that? Then why did they disconnect my water in April ? They took out my water meter and left a note that I was owing R2800 , only to find out that it is still in Mr DuPlessis's name and account(the former owner ) .How can i pay an account which is not in my name just because it bears my meter number? The debt is accumulating so my queries have fallenonto deaf ears. I'm surprised that COJ doesn't want me to pay , but they're so fast to issue termination letters (to the wrong account holder)
