Website not built-not functioning

Digital Poise who is now Media City Group, was meant to be building a website for me. I am not ******** when it comes to websites, but I thought it would be nice to have a professional do the website for me. We entered into the website build last year July and still had not received a full functioning site by Jan this year. He showed me a template he would use(not my choice) and started, nothing worked, the blog didn't work and the blog was tied to the front page. It was not functioning or user friendly, and badly build so no changes could be made at all. I complained as by this time I had paid him in full without realizing the issues. He didn't use the 2014 template he showed me he had uploaded a really old 2010 template. He agreed to rebuilding it which I was happy to accept, I gave him January to do that and by the end of January all he had done was upload a template. He told me it was finished. It was not functioning as well because he had made no changes to his build only changed the template(Wordpress). I (not a web designer) decided to build it myself which I did in a weekend. The man in question has been e-mailed numerous times about this, he refuses to pay me back.
