Unprofessional service levels

Checked in 30 Nov and stayed for two nights - my 6th stay of 2015 at this hotel. Despite this I was asked to complete a form with all my details as it was lost when then switched to a new IT system. My reservation was made and paid for by a government agency who pays for hundreds of persons to stay annually in this hotel. All are given the same voucher - Bed, breakfast and supper up to max of R200. On my first night I ordered food to my room and charged it to my room. At 21: 30, when I was already in bed, I was phoned by reception demanding payment as my voucher did not mention supper. The next morning I showed them the voucher (they had a copy) which stated:\ Client extras (such as supper) agency to pay supplier"Thus"
