Keeping money without offering a service

<p>I deposited R1425 into City Glass bank account in return for an aluminium window to be made up and installed in my flat. Since their turnaround time was 2 weeks and I was desperate because I had no window and we were expecting heavy rains, I sought out another company All Glass. Their turnaround was 3 days. I quickly asked them to handle it and the very next day I cancelled with City Glass. At first they were refunding me for the full amount. But since it was more than a week I wrote them a letter requesting my refund soonest. They in turn responded that I have to wait until the 7th of August for my refund and they needed to subtract 15 %for administration fees. I am disappointed that I have to wait 18 days to receive my money and furthermore have to forfeit 15%for nothing in my opinion. I wish to name and shame City Glass. Taking money from an almost pensioner for nothing. </p>
