They never pay deposits

They promised to pay my deposit after 15 days, but sent me an invoice claiming to have done maintenance in the apartment I stayed in. The funny part is during the inspection everything was ok and we agreed with their person that they will pay all my deposit. Its been over 38 days today I haven't received my deposit even the outstanding amount after the invoice.
