******ionate price fixing of essential service

I must say I'm very concerned how Citiq prepaid is setting rates for essential services like water with a landlord at a ******ionate rate.To pay a R110 a kilolitre for water is unbelievable.I have not seen anywhere else in South Africa where price fixing is done like this.An agreement can be made with a landlord but additional fees cannot just be added to the rate water is purchased.The water bill being received by the landlord has the entire complex usage on it and the rate is based on the entire complex usage and not my own personal usage which affects the rate as the higher the Kilolitres,The Higher the rate,then the same principal was used to the sewage disposable rate where the entire complex usage was calculated at a certain rate and added to the rate clean water is bought then the landlord added a few more charges and added Vat which Citiq then set at a flat rate of R82.53 per Kilolitre of water then they add their own service fees and Vat which brought the rate to purchase a Kilolitre of water to R110 per Kilolitre apart from that We where paying double Vat to purchase a essential service.This is something that will be reported to the Authorities as this high end price fixing is ******ionate.

Good day Mr Duran, as advised on the Call with Kaylin, the vat is not charged twice, we add vat to the bill and pay the vat to the owners. 
in terms of the rate, by law we only charge the tenants an 8.48% service fee. when setting the rate, we take only the cost per kilowatt on the municipal bill and charge the same rate plus the service fee.  we are unauthorized to charge additional fees on the base rate.

Please note I'm not talking about electricity.Im talking about water.I spoke to Caylynne Thomas who spoke about the Max tariff of the flat rate being R82.53 which included Vat added by the landlord to the rate and then R27.46 additional charges also including Vat brought the overal cost per Kilolitre to R110.09.Caylynne agreed that the double Vat must not be charged and call the landlord and after removing the landlords Vat from the flat rate,it changed to R65.Now the flat rate is still high and if you communicate with the Ethekwini they will tell you that from 0 to 6kl is R30.87 and 6-25kl is R36.87 and it continues upwards as you go up.Now Now the landlord has a rate where its based on the entire complex usage of R50.09 + he added another charge of R1.48 + sewage disposable rate of 13,04 which is based on the entire complex and created a rate.Now how can a person be charged sewage disposable rate on the rate that you buy clean water.The sewage disposable rate is based on your own usage and it's separated from your rate purchase water and on the bill its under a separate category. When I phoned the ethekwini they mentioned that a flag rate is generally charged if everyone is using one main meter and the charges and split in the complex and that's if their is no prepaid meter.If there is a prepaid meter then you pay for what you use based on the rates I told you about.Now their should be some guideline that you use that is regulated.Caylynne also mentioned yesterday that she called the landlord and worked out the rate per litre but he did not want to change it and did not provide previous months bills which she requested for review.Now who is actually in charge to regulate the rates,Citiq or the Landlord because if I'm buying the voucher that means you are responsible for it as it's your service so I cannot understand how terms can be dictated without following correct guidelines.Also sewage disposable is something that is listed on a agreement between landlord and tenant so if a landlord missed this out,it cannot be added to the price of buying clean water and what guidelines are you using to do this.The rate that Caylyyne confirmed after the new flat rate which excluded the Vat of the landlord and with your team's charges is R86,97 a Kilolitre.Where in South Africa are people paying this rate of water which is a essential service.

Caylyyne mentioned that she escalated this now to Florence Mbananga(her supervisor) The call was so supposed to be made to me between 9am to midday.

Also regarding your rep Kaylin,he gave me a wrong flat rate of R89 and the dispute was not about Electricity.So im not sure why your reply was about Kilowatts.

I'm still awaiting an email from what was agreed on a recorded call with Florence Mbananga.She was calling the landlord to review me getting tokens because I got overpriced on my I initial purchase this month.The email was going to contain what she agreed to send me and I have not received the information.Im still waiting and I hope I was not **** to.
