bad service, poor quality food

Our waiter elijah matsika showed no interest took our drink order and then came back 20 minutes later i asked for a glass of water which is normally served in a jar with lemon, cucumber and ice i received a glass of water. He then took our food order which was 2 pasta meals ,we then waited a further 10 minutes and then he comes to us and asks to confirm whether we both wanted penne pasta he then says oh yes I was right then walk off.after another 20-30 minutes he comes with our meals no utensils or parmesan n chilli which is usually served. The entire time there we were not asked if everything is okay.yet he was around the restaurant checking on his other tables. Food was disappointing as I regularly order the same dishes pasta undercooked sauce like packet soup . table was then cleared bill was given 10 min later. Walked away never asked if we would be paying by card or cash yet card was on the table in plain sight. Left the bill never came back yet there was a debit card machine in his back pocket. After a further 10 min we got up and payed the bill at the front. The manager zanele assisted with the payment and it was mentioned that service was poor however no apology was given.
