COR 18.3 certificate No Show or Response !!!!!!

I submitted a request for a COR 18.3 certificate on 28 May 2019. A ten day turn around is promised. I have called and the request has been escalated twice. Still no certificate. Ticket no. T410646. If someone at CIPC is looking at this please help !!!!!!!!!
