Billed and paid for services but no delivery from cipc

1. I work for an enterprise development company which means I have to register businesses and do all transactions with CIPC, I registered a company in 2012 and the owner wants to open up a business bank account but the bank wants a 14.1 document, I've tried to retrieve it but the cipc system doesn't allow companies with a tracking number starting with 11 instead of the "9". Please help. 2. TCC is a Coop that I registered and the documents that were sent to me are incomplete, they cant open up a business bank account or even get a tax clearance from SARS, the constitution documents are incomplete, please help
