Ridiculous thinking, replaster your house how often!

I had a pipe leaking in an outside wall (between outside area and the bathroom inside), seriously inside a wall. CIA reject the claim because of no maintenance and it happen over years. They are may house (building insurers). My question do I need to remove the plaster every year to check pipes in a wall, then put concrete back repaint not sure inside or outside of house. Is this how people think SA citizens should no thinks from now on. Serious the ombudsman need to deal with this!!!
