My claim rejected by CIA insurance

My car was knocked by the gate of the complex(Sandlewood Mews) they covering on the 22nd of Feb this year. The sensor was not working on that day and it used to work before and the tenants were not notified. I logged an issue with Johan who is the Amari Estate Manager on the 26th of Feb. There was no communication from them, I had to email them every week with feedback. On the 21st of May I got an email from him saying that my claim was a liability claim and can no get the approval, but he also said he received another email saying that the claim is with the management for a decision. Yesterday I received an email from CIA insurances indicating that their insured could not have reasonably been expected to foresee, or take measure to prevent the incident. So my claim was rejected. What is the insurance for? I thought insurances where for the unexpected incidents.
