Still waiting for a refund

On the 23rd of January 2015, I called CHUBB Security to come and service and provide me with fire extinguishers and service the ones i had, they charged me R16,295.62, I paid CHUBB and their guy came out to sort things out. The guy then gave me a lessor quote which amounted to R14,453.90 - That is a difference of R1841.72. I called Rudy Bezuidenhout to ask about this, he said, he will come in the week and assess, which i was happy with, he came, i showed him the invoices and he said i should email it to him, i did that too. A week* goes by, i called Rudy Bezuidenhout again, asking about the refund, and he says to me, he cant help me now, I`llhave to wait until he speaks to the board (something to that effect) He basically says to me he cant help me.
