Signed Contract Renewal not implemented

I have been a client of National Security and Fire previously known Chubb for a number of years. Due to this my Invoice Amount has increased a couple of times (seems like punishment for loyal clients, but that's a different issue).

About a year ago I was contacted to renew my contract restarting at a low rate. This new contract however was not implemented and I'm still being charged an exorbitant amount. I have contacted the sales person 5 times already without positive response. I am expecting the contract to be honored and backdated to the time I have signed the new contract, resulting in a credit to my account or refund.
