Nation Security and Fire has an "emergency number"?

I trid to phone National Securit & Fire's Customer care, then switchboad and then Emergency numbers: My call was "very important to them", but they didn't answer! Wanted to find out how I ended up with them and why the almost doubled their servoce povernight without any consultation of notice.
