Chubb armed response taking a hour to get to panic

So early this morning my parents ( 2 senior citizens whom live alone) are awoken by their German Sheppard that they keep in the house, she is agitated and this alarms them!

My father gets up and the dog goes straight to the door, my dad opens it and lets her out, right then he notices 2 would be burglars coming in trough the gate in the driveway and their dog going after them.
He immediately presses the panic button activating the alarm and armed response.

IT TOOK CHUBB A HOUR TO GET ON SCENE!!!! what is the use of paying a ton of money for armed response if they get there at the same time or later than the SAPS?!
This is also not the first instance of something like this happening with chubb! about a year ago something similar happened, and even after I called them 3 times they never even pitched up.
Its absolutely ridicules to say the least! My parents, and their neighbors are both clients of Chubb, whom are also having problems with poor service!
