Breach of contract ?

We have been trying to sort out a problem with National Security & Fire since middle of February 2019. We have always received an SMS and a recorded message on the land line, when there has been a power outage. This suddenly stopped mid February, no reason / explanation, given from National Security & Fire. After numerous calls to their offices , lots of "we will get back to you/call you back" , never happens, we attempted again today.

We got hold of Alvin, very helpful and DID call back, saying that , due to load shedding , National Security & Fire , have taken a decision, that they will no longer be sending out SMS's due to the volume involved.

Surely this is a breach of contract as even on checking the home page on the www today it clearly states that an SMS will be sent if there is a " power failure/ low battery voltage problem ".

For us this is a VERY important service as we have cable theft issues in our area on a regular basis and this is quite often the only way we are notified, and are then able to confirm by calling ESKOM to report a power outage in our area. For us this is a HUGE SECURITY RISK as we don't know if they have cut the cable to our house and we could be under imminent attack! There should be better communication from National Security & Fire, and if there are additional cost involved in sending out these SMS's allow the CUSTOMER the chance / courtesy of agreeing to pay for this service or not !!!

This was put to Alvin at the time and we are awaiting feedback as he was escalating this to management. Not holding our breath, as so often before no one calls back.
