jeep renegade brake lockup

my sister has a 2016 renegage with 24500km on the clock, yesterday was the 2nd incident that the brakes have locked up while in motion, luckily it happened at under 40 kph but both occasions have been in heavy traffic situations and both times a rear end collision have been avoided. has any other jeep owner had it happen to them?
