Crazy Municipality account!!!

I am constantly beeing terrorised by Chief Albert Luthuli Municipality for money owed by one S.J. Massina a/c 10625. This is sent to my tablet. I live in a suburb of Cape Town and do not owe any Municipality any money. There is no address or phone number to contact the Municipality. I would like for this to stop!!!! I am not Masina!!!
