Why a Delivery Service If You Can't Deliver?

Numerous times I've tried to order from your Boulder's branch during lunch time and the phone is always engaged. I understand that these a busy hours however I've come to the conclusion that staff puts the phone on the side to avoid delivery orders. I've been trying to constantly call for the past hour and still engaged. Can't you have a dedicated person for phone orders? What's the use of offering delivery when can never actually for food to be delivered?
