Party of 16 was no party !

We had purchased hot wings party 16 and hot wings 6 max. The hot wings 6 max was fine however when we opened the 16 wings we only found 13 wings! Unfortunately we do not live close to the store and was impossible for us to go back. Is this how Chicken Licken operates?
