Hot customer

I am at the newly opened chicken licken in Bloemfontein. It is situated in town. We are sweating like ***s in a locked ba*****t. I asked the waitress why they did not have air conditioning as it sooooooooo hot, she told me that that the policy of the franchise does not allow air-conditioners. I would like to know if this is true and why it is being allowed.
