No delivery for under R25

Hi, i am a customer of Chesa Nyama Edenvale and i always order food from them,... their pamphlet say they deliver for free delivery, and doesn't even give us and terms and conditions... i have placed an order around 12... and now its past 14h00 and havent received my order when i call them the cashier says the driver refused to deliver for R18.00 something they never stated on their flyer... im soo disappointed by all this... they dont treat their customers right, when i asked for the manager they hung up....
