Consumer's right to return goods

Not happy if with their process, I have purchased a car seat and returned it two (2) days later, unpacked and they wanted to retain a 15% handling fee. According to the Consumer Protection Act Section 20 (consumer's right to return goods) I am entitled to a full refund and they do not want with my full refund and the product is with them now.
