Driver canceled delivery without a valid reason

The driver decided to cancel the delivery for whatever reason and claims that I wasn't present. We checked the security cameras and he didn't pitch. I'm still waiting for a refund for the delivery fee... I don't understand why it's taking so long to process a credit.
