Wait for more workers to arrive on site

I had been standing in a line to make a payment at the money market for 40 minutes. During this time I noticed 3 employees whom where sitting at the cash counter with no customer for 20 mins, I called the manager and asked why are this employees not working the money market machine such that the lines could be worked faster. the manager said that the other ladies were coming in late. <br> One machine had been operating , but when i called for the manager, she had come and opened the next machine to use but there is a third machine that could have also been used. <br> When i did my shopping I could see that most of the cashier did not have customers. <br> Service is bad people should be trained to fill in in the absence of other workers
