Since WHEN is Clothes non essential?!

So apparently buying toys and just about anything else (with the exception of whine & cigarettes, which I rightfully can understand and respect) but clothes? How and since when in all of humanity has clothes been a non-essential? I can understand orders might have come from the government, but explain to me how I am allowed to buy any kind of children toy, but I cannot buy clothes or shoes?! So if my shoes break all of a sudden, I am not allowed to buy a new pair??!!

It's as if the common sense of humanity just disappeared!
