Short changed

It now happens every time, when paying with cash, that I am told that they do not have change and I am short changed by either 10 or 20c. This is NOT about the amount of money but rather the principle and what happens with the money every time a 10 or 20c is ****** from a customer. If this is such a problem why do you not do away with prices ending on 99c?
