Selling expired goods

Checkers Van Riebeek park. Never had issues with this store before. I'm in there at least twice a week. On Tuesday I ran in for a few things. Picked up a packet of maize flour. Was in a hurry so didn't check the date. Got home opened it and out popped allot of insects. The bag had already expired. Is it store policy to sell expired goods.
