Sanitizer

We went to Checkers Cobblewalk Sonstraal Heights. My husband got sanitizer from the security and it was alot and didn't all go in to his hands he wiped it on his pants cause what are you suppose to do and it discolored his pants like as if there is bleach in. Please explain this to me.
