Reckless shop

I was at this shop today . One of my 2 regular grocery shops . A high percentage of staff and shoppers 30 - 40 not wearing masks over their noses. Spoke to a lady manager there regarding my concern . She said they'd make an announcement. None . I phoned Cape Town metro call centre and left the shop . With Covid why do people where masks under their noses
