Non-functional Express Tills

I find it totally unacceptable when people use the Express check out and have a trolley full of items. Large signs state; 10 items maximum. When complaining to the cashier, they remark that they are generally helpless as customers get abusive. I also find it frustrating when people pay their bills, draw money or send the cashier to the kiosk for cigarettes at an Express Till causing quite often lengthy delays.
