No aircon in heatwave

Yesterday we went to Checkers Cape Gate to do our monthly shopping. What a disaster. Most of the shelves were without stock and in the heatwave conditions in the Cape, the shop's aircon was switched of. Asked to see the manager and was met with wide eyes and no response. Tried to phone the shop while in the shop and phones just ring. How can a shop that knows it gets a lot of people coming in, switch the aircons off? Do they want us to take our money elswhere to do shopping?
