Missing item

Yesterday I place an order and there was an item which was not delivered. I then called your call center requesting for the item to be delivered only to find out that the driver mistakenly left the item therefore I need to place an order again for the item. My question is that who is going to pay for the delivered since I paid already. I did not get the answer they only told me that they have processed the refund. I'm very disappointed with the service I had received.
