Misleading & disappointed

This afternoon I stood in a line for 20 minutes to purchase 3 SIM card packs for myself and my two children. When I finally reached the teller I was told that I can only pay for SIM card packs at the money market so I can RICA it at the same time. I was not prepared to RICA the cards (which I cannot use until I RICA them anyway mind you) and I had now wasted 20 minutes trying to purchase an item that YOU CANNOT PURCHASE from the teller it is placed next to. How anything that cannot be bought in-store can be placed on shelves in-store is beyond my comprehension. I went straight to management (who was unavailable) and spoke with an Administrative Manager who again confirms it is compulsory to RICA at the time of purchase. No one could explain why the cards are placed behind a teller that you cannot purchase the item at. Fed up and speechless.
