Mince Meat which is so called lean Mince having 2 colours.

I just came back from the store to buy Mince Meat. As I unwrapped the packet, shoo what a shock, the meat looks fresh on top but inside as I wanted to put in the pot, the mince meat has 2 colours , which is red and brownish. I just wonder if the inspectors are monitoring the shops as to what they are selling to people. I'm so dissapointed will never buy any meat from checkers.
