Limit on customer bought product

I was informed by Checkers Eco Boulevard that one may not buy more than two SIM cards from them, first it was max three then changed when Savvana Wiese informed me that they do not sell more than two SIM cards to a customer except if it is for a business. Is this the policy of Checkers to limit customers as I now had to go to another shop to buy sim cards and this cost me extra time and money.
